About This Role
The Federal Operations Manager is responsible for driving operational rigor across federal growth and delivery within RGP's Public Sector practice. This role establishes and manages the processes, tools, reporting, and compliance mechanisms that support pursuits, contract startup, and execution. The ideal candidate brings hands-on experience across both growth operations and delivery operations in the federal market.

Base Pay Range: $114,400 - 143,000
Other Compensation: Incentive Compensation
What You Will Work On
  • Operations Pursuit Support & Pipeline Management: Coordinate pursuit operations by establishing collaboration spaces, response schedules, milestone calendars, review cycles, and approval workflows for bids and proposals; Partner with internal stakeholders - including Legal, Finance, Contracts, HR, and IT - to align on terms and conditions, teaming artifacts, pricing inputs, and submission requirements; Manage proposal formatting, compliance tracking, version control, and submission logistics to support accurate and timely responses; Support pricing operations, labor category mapping, and collection of inputs required for compliant proposal development; Maintain pipeline, opportunity, and system hygiene; organize pursuit artifacts and support reporting and intelligence needs across the public sector portfolio; Own GSA schedule administration and maintenance activities, including updates, modifications, and coordination of required documentation.
  • Operations Delivery Support: Monitor billing and invoicing workflows, support labor reconciliation, and help ensure alignment with internal policies and contract requirements; Track contractual deliverables, reporting deadlines, and key operational milestones to help maintain compliance and delivery discipline; Maintain documentation needed for audits, contract administration, and performance management; Prepare recurring and ad hoc performance reports, dashboards, and status materials in support of contract compliance and leadership visibility; Manage shared repositories (e.g., SharePoint, Teams, and related systems) for delivery artifacts, intellectual property, and operational collateral; Coordinate staffing logistics, onboarding, and cross-functional handoffs needed to stand up and support federal work; Develop and maintain templates, trackers, and operational tools for contract execution, including budget versus actuals, spend monitoring, and other program reporting needs.
What You Will Bring
  • Undergraduate degree or higher
  • 10+ years of relevant experience
  • Based in the Greater Washington DC area
  • Willingness to travel to client and internal locations as needed
  • Experience leading and supporting federal pursuits, contract operations, and delivery execution in the public sector
  • Working knowledge of the Federal acquisition life cycle, including proposal and post-award operational requirements
  • Ability to obtain and maintain a security clearance, if required
  • Familiarity with federal market intelligence and opportunity tools such as GovWin, GovTribe, SAM.gov, and related systems
  • Strong written and verbal communication skills with a high level of professionalism and follow-through
