About This Role

RGP seeks an experienced Investment Fund Accounting and Investment Performance Advisor. This individual will oversee the accounting and performance operations of several pension and trust funds. The primary goal of this engagement is to ensure accurate, timely, and compliant financial reporting, coordination with multiple financial vendors, and resolution of accounting and performance issues. 

What You Will Work On
1. Investment Fund Accounting and Performance Management:
  • Oversee and manage the daily, monthly, quarterly, and annual investment fund accounting and performance reporting for multiple pension and trust funds.
  • Conduct thorough reviews and validations of accounting and performance reports, identifying discrepancies, and implementing corrective actions promptly.
  • Collaborate with custodial banks to resolve complex accounting and performance issues, ensuring accuracy and integrity in all financial statements.

2. Coordination and Vendor Management:
  • Act as the primary liaison between the Division of Investment and external financial vendors, internal State authorities, and audit teams.
  • Coordinate efforts among multiple vendors, internal teams, and auditors to facilitate seamless financial operations, particularly during high-stakes periods like year-end audits.
  • Lead process improvement initiatives aimed at enhancing operational efficiency and accuracy in financial reporting.

3. Compliance and Quality Assurance:
  • Continuously monitor changes in GASB requirements and ensure all financial practices and reporting are in full compliance.
  • Draft and implement procedural updates to maintain compliance with both GASB and ACFR requirements, providing guidance and training to relevant teams as needed.
  • Act as a quality assurance leader, reviewing internal and external accounting processes and making recommendations for improvement.

4. Reporting and Ad-Hoc Requests:
  • Ensure timely and accurate delivery of all required reports for internal and external stakeholders, including detailed analysis and insights where applicable.
  • Respond to ad-hoc informational requests from investment staff, legal teams, and public records requests (e.g., OPRA), ensuring all data is provided accurately and efficiently.

5. Operational Efficiency:
  • Manage relationships with operational vendors, focusing on issue resolution, project management, and the implementation of new tools to enhance overall operational efficiency.
  • Implement and oversee the rollout of new financial tools and systems, ensuring a smooth transition and integration with existing processes.

6. Integration with the Division:
  • The consultant will be fully integrated into the Division's team, working closely with senior staff and contributing to the day-to-day operations.
  • They will participate in all relevant meetings, strategy sessions, and decision-making processes, ensuring seamless collaboration with internal and external stakeholders.

What You Will Bring
  • Financial Systems & Tools: Proficiency in Excel, and experience with systems like State Street and Prequin. Familiarity with open records systems and portal management.
  • Accounting Standards: Deep understanding of GASB and ACFR requirements, with a proven track record of ensuring compliance in public sector financial management.
  • Auditing: Extensive experience working with internal and external auditors, particularly within the public sector, to ensure accurate and compliant financial reporting.
  • Team Coordination: Proven ability to manage cross-functional teams, coordinate with multiple stakeholders, and lead complex projects under tight deadlines.
  • Process Improvement: Strong background in identifying inefficiencies in financial operations and implementing process improvements that enhance accuracy and efficiency.
